15th National Tuna Congress tackled vital industry issues and achievements
General Santos City — The Annual National Tuna Congress was convened for the 15th time in General Santos City last September 6-7, 2013 making it one of the highlights of the yearly Tuna Festival Celebrations.
The Tuna Congress is organized by the SOCSksargen Federation of Fishing and Allied Industries, Inc. (SFFAII), which is described by its website as “a non-government, non-profit organization, established in 1999 as an umbrella organization of 7 associations with a total over 100 companies involved in fishing, canning, fish processing, aquaculture production & processing and other allied industries.”
According to the details posted on the SFFAII homepage, “almost 500 participants from all over the Philippines and neighboring countries attended the 15th National Tuna Congress held…at the SM Trade Halls, General Santos City.
Included among the notable topics that were discussed and presented are “The Making of the Philippine Tuna Capital” presented by the Chairman of the SAFI Group of Companies ” Mr. Marfenio Y. Tan; Tuna and the ASEAN 2015 Integration by Atty. Asis G. Perez Director, Bureau of Fisheries & Aquatic Resources; and the Philippines-Papua New Guinea Collaboration Over the Years by Hon. Mao Zeming Member of Parliament (MP) for Tewai-Siassi & Minister for Fisheries & Marine Resources, Papua New Guinea Represented By Mr. Job Pomat Chairman of the Board National Fisheries Authority, PNG among others.
Several resolutions were drafted and presented also during the second and closing day of the event among the notables are the resolution reiterating the request for both houses of congress to expedite the passage of the law creating the Department of Fisheries and Aquatic Resources and for the President of the Philippines to certify urgent the bill as proposed;
Resolution seeking the approval of the President of the Philippines on the proposed executive order creating the Philippine Committee for Fisheries Advancement of Highly Migratory Fisheries (PCAHMF);
Resolution urging the Philippine government to fast track application for enhanced generalized scheme of preferences of the European Union (EU);
Resolution further reiterating the request for the department of agriculture (da) and the department of transportation and communications (dotc) to expedite the issuance of implementing rules & regulations (IRR) of Republic Act 9379, otherwise known as “the handline fishing law”;
Resolution requesting the philippine government to defer the ratification of International Labour Organization Convention 188 entitled “Convention concerning work in the fishing sector” and its accompanying ILO recommendation 199 entitled, “Recommendation concerning work in the fishing sector,” pending a favorable consensus among all stakeholders has been attained after an in-depth impact assessment and comprehensive consultation process;
Resolution further reiterating the request to fast track the efforts towards mutually beneficial arrangements on maritime boundaries with that of our neighboring countries and strengthen security programs in southern Philippine waters for protection of Filipino fishermen and sustainable development of the Philippine Tuna industry.
Resolution expressing appreciation and gratitude to the Philippine government for successfully hosting the 9th Western and Central Pacific Fisheries Commission (WCPFC) Regular Session on December 2-6, 2012 in Manila and providing strong representation resulting to continued fishing access in the western central pacific ocean high seas pocket 1;
Resolution expressing appreciation and gratitude to the members of the Task Force maritime search and rescue Gen-Sar for their efforts and contributions in the wake of typhoon Pablo and their service and support to the bereaved dependents of the fishermen.
